Cosplay at 18 Degrees Festival 2014
The 18 DEGREES Festival 2014 is an initiative undertaken by the Government of Meghalaya, Department of Arts & Culture, with the objective of promoting Art & Culture. Starting on October 9, 2014 at State Central Library premises, Shillong, the event will be unique in kind and will be held for the first time in Meghalaya.
